what can we do about under age sex?

i have a 17 yr old friend that was seeing a 28 yr old when she was 15 and her mom and dad tried to get something done about it but the local police didnt seem to care the 17 and 28 yr olds r both girls.can her parents do something about what happend back then?

If none of the above then nothing can happen, who can prove it anyway.
