Would a 13 yr old and a 16 yr old having sex be statutory rape?

So, my friends and I have a bet going at the lunch table. Erica says that it's only statutory rape if it's a minor and an adult. However I believe I think it is statutory rape if a 16 yr old boy and a 13 yr old girl have sex. Who is right? Plus what about between a 13 yr old and a 15 yr old and a 14 yr old and a 16 yr old and a 14 yr old and a 15 yr old?

By law the 16 year old is allowed to be sexually active however the 13 year old is not.
